The Highland Region (Electoral Arrangements) Order 1993

Made 15th April 1993

Coming into force in accordance with Article 1(2)

Whereas under section 17(1) of the Local Government (Scotland) Act 1973(1) the Local Government Boundary Commission for Scotland on 22nd September 1992 submitted to the Secretary of State a report on a review together with its proposals for a change of the electoral arrangements for the Highland Region;

Now, therefore, in exercise of the powers conferred on him by sections 17(2) and 233 of the said Act and of all other powers enabling him in that behalf, the Secretary of State hereby makes the following Order:

1.—(1) This Order may be cited as the Highland Region (Electoral Arrangements) Order 1993.

(2) This Order shall come into force on 5th May 1994 provided that for the purpose of all proceedings preliminary or relating to an election to be held on or after that day the Order shall come into force on 10th October 1993.

2. In the Schedule to this Order–

(a) a reference to–

(i) an electoral division shall be construed as a reference to that electoral division as constituted in this Order;

(ii) a road, footpath, track, railway line, pier, firth, channel, river, burn or canal shall, where the context so admits, be construed as the centre line of the feature concerned and;

(iii) the boundary or boundaries of a parish is to a line corresponding as nearly as may be to the line of the boundary or boundaries of the parish concerned as already published on Ordnance Survey Maps;

(b) the expedient of defining a line beyond Mean Low Water Springs has been adopted to apportion islands to the appropriate electoral division; and

(c) the following abbreviations are used:–

“MLWS” for the shoreline at Mean Low Water Springs;

“ED” for Electoral Division; and

“grid reference” for National Grid Reference as published on Ordnance Survey Maps.

3. The existing electoral divisions of the Highland Region shall be abolished and the said Region shall be divided into fifty-four electoral divisions having the names, contents and boundaries set forth in the Schedule to this Order.

4. The boundaries of the electoral divisions constituted by this Order shall be defined and mered by Ordnance Survey.

5. Without prejudice to its continuing in effect for the purposes of defining the electoral divisions prior to the coming into force of this Order, the Highland Region (Electoral Arrangements) Order 1978(2) is hereby revoked.

DESCRIPTION OF BOUNDARIES OF ELECTORAL DIVISIONS FOR THE HIGHLAND REGION

Electoral Division 1: Thurso West

Commencing at grid reference ND 1073 6926 at MLWS on the northern boundary of Highland Region and Caithness District at the mouth of the Burnside Burn, west of Thurso; then generally southeastward along the said regional and district boundary to a point on that boundary due north of the steps at the western end of the Esplanade; then southward to and southwestward up to said steps to the northern end of Olrig Street; then southeastward along Olrig Street to a point in the said street opposite the boundary between Nos 20 and 22, Olrig Street; then southwestward following the property boundary to Cowie Lane and continuing southwestward along the rear curtilage of properties on the west side of Duncan Street to Davidson’s Lane; then northwestward along Davidson’s Lane to Sweyn Road; then southwestward along Sweyn Road to its junction with St Magnus Road; then northwestward along St Magnus Road to its junction with St Olaf Road; then generally southwestward along St Olaf Road to its junction with Castlegreen Road; then generally southeastward along Castlegreen Road to where the said road meets Princes Street and Lovers Lane immediately opposite the Thurso Railway Station; then generally southward through the station and along the railway line to a point in line with field boundaries leading northwestward to Dunbar Hospital; then northwestward along the said field boundaries to Ormlie Road; then southwestward along the said road to a point opposite the southern curtilage of the Dunbar Hospital; then northwestward and northeastward along the southern and western curtilage of the said hospital to where it meets field boundaries; then northwestward and northeastward along the said line of field boundaries to the Wolf Burn; then northward, northwestward and northeastward along the Wolf Burn and the Burnside Burn to where it meets the sea; then generally southeastward to the point of commencement.

Electoral Division 2: Thurso East

Commencing at grid reference ND 1149 6882 at MLWS on the northern boundary of Highland Region and Caithness District at the eastern boundary of ED 1(Thurso West) and due north of the western end of the Esplanade; then generally eastward along the said regional and district boundary to a point in line with the eastern boundary of the field adjoining Thurso East Mains; then southeastward to and along the said field boundary to and southwestward along the southern boundary of the said field to the track leading southeastward to Lady Janet’s Wood; then southeastward along the said track to the northwestern boundary of the said wood; then southwestward along the said boundary and continuing southwestward by field boundaries crossing Mountpleasant Road to the track leading northwestward from Hawkhillock past Springpark; then northwestward along the said track to the southeastern boundary of the field adjoining Oldfield Farm; then southwestward along the said field boundary and by adjoining field boundaries to the footpath from Oldfield to Stainland; then westward along the said path to and northwestward along the drain leading to the A882(T) road; then southwestward along the said road to and westward along the access road to the cemetery to the eastern boundary of the cemetery; then northward along the said boundary to and westward along the northern boundary of the cemetery and its prolongation in a straight line to the footbridge over the River Thurso; then continuing westward across the footbridge to and generally northward along the eastern boundary of ED 1 to the point of commencement.

Electoral Division 3: Wick

Commencing at the eastern boundary of Highland Region and Caithness District in Wick Bay; then northwestward to grid reference ND 3711 5059; then southwestward along the South Pier to the western end of Harbour Road; then southwestward in a straight line to the northern end of Huddart Street; then southward along Huddart Street to and northwestward along the rear curtilages of the properties on the south side of Smith Terrace to McArthur Street; then southward along McArthur Street to and northwestward along Grant Street passing through the middle of Argyle Square to Dempster Street; then northwestward along Dempster Street to and southwestward along Beaufoy Street to the rear cur tilages of properties on the south side of Moray Street; then northwestward along the said curtilages to and northward along Francis Street and Cliff Road to Bridge of Wick and the Wick River; then generally northwestward along the Wick River to the footbridge west of the recreation ground; then generally northward across the footbridge to and along the western boundaries of the recreation ground and the property known as Morven to Miller Avenue; then westward along Miller Avenue to and northward along the western boundary of the property known as Langhills and its prolongation in a straight line to Robert Street; then eastward along Robert Street to and northward along the rear curtilages of the properties on the west side of George Street and the western curtilage of Bignold Cottage Hospital to the A9 road; then southeastward along the said road to and northward along the continuation northward of George Street to the rear curtilages of properties on the north side of Hill Avenue; then southeastward along the said curtilages to and southward along Ackergill Street to the northern boundary of Wick North High School; then southeastward along the said boundary and the northern curtilages of properties on the north sides of Leith Walk and Owen Place to the eastern curtilage of No 31, Owen Place; then eastward in a straight line to the access road to the property known as Hillhead at grid reference ND 3714 5156; then southeastward and northeastward along the said access road and its continuation as a track passing to the north of all residential properties at Hillhead to the northern end of the said track; then southeastward by field boundaries to and continuing generally southeastward along the Burn of Papigoe to the eastern boundary of Highland Region and Caithness District at Broad Haven; then generally southward along the said regional and district boundary to the point of commencement.

Commencing at the eastern boundary of Highland Region and Caithness District at the southern boundary of ED 3 (Wick) in Wick Bay, then generally southwestward along the said regional and district boundary to a point in line with the access road from the A9(T) road to the property known as Harden and the rifle range; then northwestward to and along the said access road to the A9(T) road; then southward along the A9(T) road to the southern boundary of the field adjoining the property known as Barnyards; then northwestward along the said field boundary to and continuing generally northwestward along the...
