[8th August 185 1 .] WEItE.\S the Vend and Delivery of Coals in London and Westmi~zstc~~, and in certain Parts of the adjacent Countie?, is regulated by the several Acts of Parliament following ; that is to say, an Act passed in the Session of Parliament holden I S, 2 \v. I. in the First and Second Years of the Reign of King Willicc~n the ''. 76* Fourth, Chapter Seventy-six; an Act passed in the Session of Par- I P;. 2 \'ict. liament holcieii in the First aid Second Years of the Reign of Her present Majesty Queen Victorirr, Chapter One hundred and one ; ;LI~ an Act passed in the Session of Parliament holden in the Eighth 8 Sr $1 Vlct. and Ninth Years of the Itcign of Her said Majesty, Chapter One '*'O1. huiidrcd and one: And whereas it is expedient that some of the Provisions contained in the said Acts should be amended ; and also that a Drawback of Part of the Duties or Exemption froiii the Duties payablc in respcct of Coals brought into thc Port of London, or [Local.] 28 P within lo'. 14" C9i 15" VI[CTORIE, Cupcslvi. ~ __ 2542 The Coal .Duties (London uiicl IVestmins!cr uncl udjctcent Counties) Act, 185.1. within a certain Distance from the General Post Ofice, should be allowed under certain Restrictions in Cases where such Coals are conveyed bcyoiid the Distance of Twenty Miles from the Post Office aforesaid : May it therefore please Your hlajcsty that it iiiay be enacted; and be it enacted by the Queen's most Excellent Majebty, by and with the Advice and Consent of the Lords Spiritual and Temporal, and Coinnions, in this present l'arliamcnt assembled, and by the Authority of the sanic, l'ro\.iaioiis of I. That the said several bcforc-mentioned Acts, and all the Powcrs, hcfore-nlcn- Provisions, Clauses, Matters, aiid Things therein respecti~dy con- tioned Acts, except as tained, cxcept such of them as haw hecn altered, varied, or repeaied altered by by aiiy of the said Act., or as nay be altered, wried, or repealed hy this Act, or as are inconsistent with tlic Provisions of this Act, shall this Act, to reinain iii tbrccl. 1)c in full Force and ERect, and shall extend and be construed to extend to this Act, and shall operate with respect to this Act, nnd tlie Objects and Purposes thercof, in the saine Manner, and as fully and cffcctually to a11 Intents and Purposes whatsoever, as if thc same Powers, Provisions, Clauses, PoIattcrs, and Things were repeated and rc-enacted in tlic I3ocly of this Act ; and the said several before- ineiitionecl Acts and this L4ct shall be construed together as One Act. l'wt of Sec- tion 2. of S d 9 I'ict. That tlie Second Section of the said Act of the Eighth and Ninth Years of the Reign of Her prcsciit Majesty, Chapter One liundred and one, except that Part thereof which enacts in the Wor&, f'oll~\~ing ; that is to say, '( That all aiid singular the Duties by tlie " said Acts authorized to be Icviccl upon Coals, Culm, and C'iiiders " contained in any Ship or Vcsscl arriving at hcr Moorings within " any Part of the Port of London at or to the Wcstward of Grclresend, " or brought iicar Lo?don by the Grand J7~12cti0n or I'm'dii~~~fo?~ " Caiials or by the liivcr Tliclnzes, and by other Acts now in force " authorized to be levied upon Coals, Culm, aiid Cinders brought ncnr " Londoii by certain Railways in thc sainc -4cts particularly nicntioncd, " shall be cstended, nnd the sanic are hereby iinposcd and authorized " to bc levied, until tlic Fifth Day of Jzi(r/ Oiie thousand eight hundred " and sixtp-two, upon all Coals, Culm, and Ciiidcrs brought to ~11)- " Place within the l'ort of Lon(lon, or within the Cities of London and " Wosfn~i~rstc~i*, and the Borough of S'ozcfli tcark, or to aiiy Place within " the Distance of Twenty Miles from the General Post Office in the " City of London, by any Ilailway already constructed, or hereafter " to be constructcd, or by Inland Kavigation, or by any other hiocle " of Convepm," shall be and the same is hereby repealed. Sections 75. 111. That every Fitter or other Person vending or delivering Coals, Certificate of to be brought or taken to the Port of London by any Vessel, shall ~~~~~~~~tv send in a Letter, directed to tlic Clcrli and Registrar of the Coal ofsea-borll; Market, and posted at sonic Post Officc 011 the Day on which the Coalst0 01- given by the T'essel containing such Coals shall sail 011 any such Voyage, or shall ~i~~~~, (live to tlic 3Iastcr of such S'cs;;cl 1)efore thc same shall sail on every registered at or any such Voy:ige n Certifcatc, to be called a Fitter's Certificate, o,l according to the Vonn Sunibcr 1 in Schedule (A.) annexed to this tlie Arrival Act, signed by such ITittcr or other Person as aforesaid, containing Of slli~J. the Day of the h1o:ith and Year of such Loading, the Master's and Ship's S:mcs, aixl the Quantity of Tony, and thc Name of the Colliery out of which the said Coals slid1 have been wrought and gotten, and the Price paid by tlic Master for each and evcry Sort of Coals loaded on board ench and ever)- such Vessel ; and in casc any such Fitter or other Person aq aforesaid shall neglect or omit or refuse to send or give such Certificate as aforesaid, or shall give or make any false Certificate, every such Fitter or Person so offending shall f'or every ~uch Offence forfeit and pay any Sum not exceeding One hundred Pounds ; and whcrc such C'ertificatc shall be given to the Master of any Vcsstl, he shall, within Twenty-four IIours after the Arrival of his Vessel in the Port of Lo11do12, deliver or cauw to be delivered wch Ccrtiiicatc at the Office of' the Clerk and Registrar of the Coal 3raricet ; and if he shall fail or ncgkct so to do, he shall for every wch Offcncc forfeit and pay :iny Smii not exceeding One hundred l'oun (IS. the Coal Tl V. JIonthly VI. That every Fitter of or other Person vending or delivering Cods intendcd to be brought or taken to the Port of London by any lierne coal. Vessel shall, on or before the Fifteenth Day of every Month, send iU a Letter, directed to the Clerk and Registrar of the Coal Market, and posted at some Post Office, or cause to be delivered at the Office of the said Clerk, a Declaration according to the Form Number 3 in Schedule (A.) to this Act anncsed, verifying the Certificates which may havc lieen sent or delivered by him during the preceding Month ; and if any such Yittcr or other Person as aforesaid shall omit or refuse to send or deliver such Declaration within such Time as aforesaid, he shall for every such Offence foifeit and pay any Sum not exceeding One hundred Pounds.
