An
Act
to
confer powers
on
the urban district council
of
A.D.
1003.
-
Willesden with respect,
to
their electric lighting under-
taking and recreation grounds streets buildings sanitary
and other matters
for
the good government
of
their
district and
to
transfer
to
them the powers
of
the vestry
of
the parish
of
Willesdeii
and
for
other purposes.

TBEIIEAS the pariel1

urban di-trict
of
TVillesden in the
county of Middlesex (herein-aft(3r in this Act called
the
district”) is an urban district within the meaning
of
the Local
Government Act
189h
and
is
under
the control and management
of the urban district council of Willesden (herein-after in this Act
called
the Council
”)
:
And
whereas various
powers
in regard
to
streets buildings
electric lighting sanitary
rnat
ters
aiicl
the
improvement
and
govern-
ment
of
the district
have
been
conferred upon
the
Council
by
the
Local
Government Board’s
Provi
sionsl Orders Confirmation Act
1874
(No.
4)
the Willeden
Local Board Act
1887
(berein-after
in
this Act referred to

the
Act of 1887
”)
the Willcsden Sewerage Act 1896 ancl the Willesden
EIectric Lighting Order 1896 (herein-after in this Act referred to
as
“the Order
of
lS95”)
which Acts
and
Order
are now in force
in the district
:
And whereas the Council are the owiiers or reputed owners of
lands
herein-after described in
the
district
and
it
is
expedient
tc
authorise the Council
to
hold
and
use
the
said
lands
as
tt
station
for generating dectrical energy
and
to exercise the powers
in

Council further powers in relation
to
their electric lighting
undertsking and the supply of electrical energy
:
And whereas
it
is expedient that betater provision should be
niade with reference to sanitary matters streets
and
builcliugs
within the district and that the
powers
of
the Council in relation
to the health good government
and
improvement of the district
should be enlarged
as
by this Act provided
:
And
whereas
it
is
expedient
to
confer further powers
on
the
Comicil
as
regard the pulnlic parks and recreation grounds within
the district
:
And whereas it is expedient that all the powers duties and
liabilities
of
the vestry of the parish
of
Willesden not exclusively
ecclesiastical should be transferred to the Council
and
that the
office
of
vestry clerk
of
the said parish should cease as by this Act
provided
:
And
wlrereas
it
is expedient tliat the Council should be
authorised to borrow
moncys
for the
purposes
in this Act set
forth
and that better provision should be made
as
to
financial
matters
as
by this Act provided
:
And wlrercas
it
is expedient that the additional powers
in
this
Act contained should lie conferred
on
the Council
:
And
whereas
an
absolute majority
of
the whole number
of
the
Council
at
a
nieeting held
011
the 4th day
of
November
1902
after
tcn clcar
days
notice by public advertisement
of
such meeting
aud
of
the purpose thereof
in
the
Willesden Chronicle
a
local
newspaper published
and
circulating
iu
the district
such
notice
being in addition
to
the
ordinary notices required for summoning
such
meeting resolved tliat the expcnse
in
relation
to
promoting
the Bill for this Act sliould be clra~ged on the district fund and
general district rate
of
the district
:
And
whereas such resolution
was
published twice in the
M7illesden Clrronicle
a
iiewspaper published and circuiating
in
the
district and
has
received the approval
of
thc Local Government
Board
in
respect
of
matters within the jurisdiction
of
that 3oard
aud
the approval
of
one
of
His Majesty’s Principal Secretaries of
State
in
reference to other matters
:
And whereas the propiety
of
the proinotion of the Bill for this
Act
WAS
confirmed by
an
absolute inajority
of
the whole number
of
the
rlouncil at
a
further special meeting held
in
pursuance of
a

than fourteen days after the dcposit of the Bill for this Act in

the Bill
for
