The Air Navigation (Restriction of Flying) (Wimbledon) Regulations 2019

The Secretary of State has decided that it is necessary in the public interest to restrict flying in the vicinity of Wimbledon, London Borough of Merton, by reason of the gathering of a large number of persons at the Wimbledon Lawn Tennis Championships.

The Secretary of State makes the following Regulations in exercise of the powers conferred by article 239 of the Air Navigation Order 2016(1).

Citation and commencement

1. These Regulations may be cited as the Air Navigation (Restriction of Flying) (Wimbledon) Regulations 2019 and come into force on 29th June 2019.

Interpretation

2. In regulation 3(1) the times referred to are Co-ordinated Universal Time(2).

Restricted airspace

3.—(1) Subject to paragraph (2), between 0500 hours and 2200 hours on each of the 17 days beginning with 29th June 2019 and ending with 15th July 2019, no aircraft is to fly below 1,500 feet above mean sea level within the area of a circle having a radius of 0.75 nautical miles whose centre is at 512601N 0001250W.

(2) Paragraph (1) does not apply to any aircraft—

(a) operated by or on behalf of the Helicopter Emergency Medical Services,

(b) operated by or on behalf of the National Police Air Service,

(c) making an approach to, or departing from London Heathrow Airport whilst under the control of the London Terminal Control Centre, Swanwick, or the air traffic control unit at London Heathrow Airport, or

(d) flying in accordance with the permission of the Championships Safety Officer.

EXPLANATORY NOTE

(This note is not part of the Regulations)

These Regulations impose restrictions on flying in the vicinity of the All England Lawn Tennis Club, Wimbledon, on the occasion of the 2019 Wimbledon Lawn Tennis Championships which are scheduled to take place there from 29th June to 15th July 2019 (inclusive). This event will be open to the general public, and an estimated 45,000 persons are expected to attend this event on each day. The Championships Safety Officer has therefore requested that restrictions be imposed on flying in the vicinity of the Championships on public safety and security grounds. This has been agreed with the Civil Aviation Authority and the Department for Transport.
