The Welsh Ministers, as traffic authority for the A5 trunk road, are satisfied that traffic on specified lengths of the trunk road should be prohibited whilst COVID19 restriction measures are in place.

The Welsh Ministers, therefore, in exercise of the powers conferred upon them by section 14(1) and (4) of the Road Traffic Regulation Act 1984( 1), make this Order.

Title, Commencement and Interpretation

1. The title of this Order is the A5 Trunk Road (Laybys between Menai Bridge and Junction 8A of the A55 at Carreg Bran, Anglesey) (Temporary Prohibition of Vehicles) Order 2020 and it comes into force on 28 May 2020.

2. In this Order—

“exempted vehicle”(“cerbyd esempt”) means any vehicle being used by the emergency services;

“the trunk road” (“y gefnffordd”) means the laybys on the A5 London to Holyhead trunk road between Menai Bridge and Junction 8A of the A55 at Carreg Bran in the County of Anglesey as follows;

i. the layby located 340 metres east of A5 Carreg Bran Overbridge;

ii. the layby located 530 metres east of A5 Carreg Bran Overbridge;

“closure period”(“y cyfnod cau”) means the period commencing at 09:00 hours on the 28 May 2020 and ending when the temporary traffic signs are permanently removed.

Prohibition

3. No person may, during the closure period, drive any vehicle, other than an exempted vehicle, on the lengths of the trunk road.

Application

4. The prohibition in article 3 applies only during such times and to such extent as indicated by traffic signs.

Duration of this Order

5. The maximum duration for this Order is 18 months.
