Act, 1933.
CHAPTER lxxv.
An Act to extend the boundaries of the borough AI>-1933-
of St. Helens to confer further powers upon
the mayor aldermen and burgesses of the said
borough with regard to the acquisition retention
development and disposal of lands the electricity
and water undertakings of the Corporation the
health local government and improvement of
the borough and for other purposes.

HEREAS the existing borough of St. Helens (in
the preamble to this Act called " the borough ")
is a county borough under the government of the mayor
aldermen and burgesses of the borough (hereinafter called
" the Corporation "):
And whereas the unrepealed provisions of the local
Acts specified in Part I of the First Schedule to this
Act and of the Orders specified in Part II of that schedule
are in force in the borough :
And whereas the townships of Eccleston and Windle
in the rural district of Whiston are respectively situate
in the administrative county of the county palatine of
Lancaster and immediately adjoin the borough:
And whereas it is expedient to alter and extend
the boundaries of the borough so as to include within

the borough as extended parts of the said townships
of Eccleston and Windle:
And whereas it is expedient to alter and extend
the boundaries of the parish of St. Helens so as to include
therein the said parts of townships:
And whereas by a deed of conveyance dated the
fourteenth day of March nineteen hundred and thirty
and made between the United Alkali Company Limited
of the one part and the Corporation of the other part
certain lands in the borough were conveyed to the
Corporation and the benefit of the leases of certain
other lands in the borough was assigned to the Corporation
and it is expedient to confer upon the Corporation the
powers with regard to the said lands in this Act contained :
And whereas it is expedient to confer upon the
Corporation the further powers with regard to the
acquisition retention and development of lands in this
Act contained:
And whereas the Corporation supply electricity and
water in the borough and neighbourhood and it is
expedient to enact the provisions with regard to the
electricity and water undertakings of the Corporation
set forth in this Act:
And whereas it is expedient to make further and
better provision with regard to streets and buildings
in the borough and the health local government and
improvement of the borough and to enlarge the powers
of the Corporation with regard to those matters as
provided by this Act:
And whereas it is expedient that the other provisions
contained in this Act should be enacted:
And whereas the purposes of this Act cannot be
effected without the authority of Parliament:
And whereas in relation to the promotion of the
Bill for this Act the requirements of the Borough
Funds Acts 1872 and 1903 have been observed:
May it therefore please Your Majesty that it may
be enacted and be it enacted by the King's most
Excellent Majesty by and with the advice and consent
of the Lords Spiritual and Temporal and Commons

in this present Parliament assembled and by the authority AD. 1933.
of the same as follows (that is to say):
PART I.
PRELIMINARY.
1.
This Act may be cited as the St. Helens Short title.
Corporation Act 1933.
2.
This Act is divided into Parts as follows :
Division of
Part I.—Preliminary. A^lto
Part II.—Extension of borough boundaries.
Part III.—Lands.
Part IV.—Electricity.
Part V.—Water.
Part VI.—Streets buildings and drains.
Part VII.—Infectious disease and sanitary
matters.
Part VIII.—Finance.
Part IX.—Miscellaneous.
3.
The Lands Clauses Acts so far as they are incorpora-
applicable for the purposes and are not inconsistent tionof
with the provisions of this Act are hereby incorporated Lands
with and form part of this Act (except the provisions Clauses
of the Lands Clauses Acts with respect to the purchase
and taking of lands otherwise than by agreement and
except section 127 of the Lands Clauses Consolidation
Act 1845).
4.—(1) In this Act the several words and expressions interpre-
to which meanings are assigned by the Public Health tation.
Acts shall have the same respective meanings unless
there be something in the subject or context repugnant
to such construction.
(2) In this Act unless the subject or context
otherwise requires
" The borough " means
(a) In Parts I III IV V VI VII VIII
and IX the borough of St. Helens;
(6) In Part II the existing borough of
St. Helens as extended by this Act;
