CHAPTER ccxxii.
An Act to extend the boundaries of the city of Sheffield
A.D.
1900;
to consolidate certain of the townships within the said
city to empower the mayor aldermen and citizens of
the said city to construct additional lines of tramways
and to execute various street widenings and other
works to make further and better provision for the
improvement health and good government of the city
and for other purposes. [6th August 1900.]

HEREAS the city of Sheffield (in this Act called " the city")
is a municipal borough subject to the Acts relating to
municipal corporations and is a county borough within the
meaning of the Local Government Act 1888 and the mayor
aldermen and citizens of the city (in this Act called " the Corpora-
tion") acting by the council are the urban sanitary authority for
the city:
And whereas the city has a separate commission of the peace and
a separate court of quarter sessions and police force:
And whereas the Baths and Wash-houses Acts 1846 to 1882 and
the Public Libraries Acts 1892 and 1893 are in force in the city:
And whereas the Corporation have adopted the provisions of
The Infectious Disease (Notification) Act 1889;
The Infectious Disease Prevention Act 1890;
The Public Health Acts Amendment Act 1890;
The Housing of the Working Classes Act 1890;
and those provisions are accordingly in force in the city :
And whereas the unrepealed portions of the local Acts and
Orders enumerated in
the*
First Schedule to this Act are in force
m the city:
And whereas portions of the parish of Norton and of the liberty
of Beauchief both in the county of Derby which immediately adjoin
the southern boundary of the city and the portions of the ancient
ecclesiastical parish of Ecclesfield in the West Riding of the

county of York described in the Second Schedule to this Act which
immediately adjoin the northern boundary of the city are already
or are in process of becoming populous suburbs of the city and are
within the water supply limits of the Corporation and the gas supply
limits of the Sheffield United Gas Light Company and are largely
dependent for the disposal of their sewage on the sewers and
sewage works of the Corporation:
And whereas the Corporation are the owners of public parks
and other property within the said area:
And whereas it is expedient for reasons of health and good
government to extend the boundaries of the city by the inclusion
in the city of the said area together with certain small portions of
the parishes of Handsworth Tinsley and Catcliffe all immediately
adjoining the eastern boundary of the city and also described in
the said.Second Schedule (the said area and portions of the last-
mentioned parishes being all herein-after referred to as " the added
area ") :
And whereas it is expedient to make provision for the division
into wards of the extended city and for the municipal representation
of the inhabitants of the added area :
And whereas the parish of Norton and the liberty of Beauchief
are within the district of the Norton Rural District Council and
there is a parish council school board and burial authority for
the said parish and a parish meeting for the said liberty:
And whereas the portions of the ancient ecclesiastical parish
of Ecclesfield to be included in the city are within the district of
the Wortley Rural District Council and are under the jurisdiction
of the Ecclesfield Wadsley and Bradfield Parish Councils and of
the Ecclesfield School Board except the hamlet known as Woodland
View which is under the jurisdiction of the Wortley School
Attendance Committee:
And whereas the portion of the parish of Handsworth to be
included in the city is within the district of the Handsworth
Urban District Council and is under the jurisdiction of the
Handsworth School Board:
And whereas the portions of the parishes of Tinsley and Catcliffe
to be included in the city are with in the district of the Rotherham
Rural District Council and are under the jurisdiction of the Tinsley
Parish Council and the Catcliffe Parish Council respectively and
the said portion of the parish of Tinsley is under the jurisdiction
of the Rotherham School Attendance Committee and the said
portion of the parish of Catcliffe is under the jurisdiction of the
Catcliffe School Board;

And whereas the Sheffield School Board is the school board for

the whole city:
And whereas it is expedient that the added area should be
detached from the jurisdiction of the county councils justices
highway sanitary and other authorities having jurisdiction therein
and that the Corporation should be constituted the sole authority
for all municipal local and sanitary purposes within the extended
city: ^
And whereas it is expedient that the burial authority for the
parish of Norton should be dissolved :
And whereas it is expedient that the Sheffield School Board be
constituted the school board for the extended city :
And whereas it is expedient to make provision for an equitable
adjustment of the rights property and liabilities of the several
authorities affected by the extension of the existing city and the
alteration of parishes and school board districts in pursuance of
this Act:
And whereas there are within the existing city seven townships
(namely) the townships of Sheffield Brightside
-
Bierlow and
Attercliffe-cum-Darnall within the Sheffield Union and the townships
of Ecclesall-Bierlow Nether-Hallam Upper-Hallam and the parish
of Heeley within the Ecclesall-Bierlow Union:
And whereas it would be of local and public advantage to
consolidate the said three townships in the Sheffield Union together
with the portions of the parishes of Ecclesfield Handsworth Tinsley
and CateHffe by this Act added to the city into a single township
to be called the township of Sheffield :
And whereas it is expedient to authorise the Corporatioa to
construct additional lines of tramways so as to afford better means
of communication throughout the extended city :
And whereas it is expedient to provide that the fund and rate
applicable to tramway expenditure so far as the same is not
defrayed out of tramway revenue shall be the district fund and
district rate instead of the borough fund and borough rate:
And whereas it is expedient to authorise the Corporation to
execute the street widenings and works in this Act described and
to acquire lands for the purpose and also to acquire lands for the
disposal and treatment of sewage :
And whereas it is expedient to confer further powers on the
Corporation for the regulation of streets and buildings and in
relation to matters of police and matters relating to public
health:
And whereas it is expedient to confer further powers on the
Corporation for the prevention of the spread of disease within the
