for
the
Conversion
of
Statutable
Secu-

the
Corporation
of Sheffield
into Corporation
Stock
;
to
make
better
Provision
and
enlarge
the
Powers
of‘
the
Corporation
with
respect
to
Sanitary
Matters
and
Matters
of
Local
Government Police
and
the
Administra-
tion
of
Justice;
to
authorise
the
Corporation to
raise
Money
for
Tramway purposes and for
Loans
to
certaiu
Public
Bodies
within
the
Borough;
and
for
other
Pur-
poses.

HEREAS
the Borough of Sheffield in the County of
York
is
MT
a
Municipal Borough under the government
of
the Mayor
Aldermen and Burgesses thereof
(in
this Bill referred
to
as
cc
the
Corporation
”)
and the Corporation acting by the Council are the
Sanitary Authority
for
the district
of
the Borough with the powers
and obligations
of
an Urban Sanitary Authority
:
And whereas
it
is expedient that the Corporation be empowered
to
exercise their statutory borrowing powers for the time being by
means
of
the creation and issue
of
Corporation Stock
:
And whereas
it
is expedient that the Corporation be authorised
to
advance
on
loan
to
all
or
any
of
the following public bodies
within the Borough (that is
to
say)
The
Sheffield School Board The
Guardians
of
the
Poor
of
the Sheffield Union The Guardians
of
the
Poor
of
the Ecclesall Bierlow Union The Sheffield Burial Board
The Brightside Burial Board The Attercliffe Burial Board and The
Darnall Burial Board such sum
or
sums as they respectively may
have statutory power
to
borrow
and may be desirous
of
borrowing
from the Corporation and (with the consent
of
the Local Govern-
ment Board) to raise the amount or several amounts required
for
the purpose in manner provided by this Act
:
And whereas by the Sheffield Tramways Act
18’72
the Sheffield
Tramways Company
were
incorporated and authorised to
make
the

Tramways
in
the borough
in
the said Act described but power was
reserved to the Corporation (Section Forty-three) to make the same
if
they should
so
elect within Two months after the passing
of
the
Act and in the event
of
their
so
electing an agreement between bhe
.
Promoters
on
behalf
of
the Company and the Corporation set forth
in the Second Schedule to the Act was (Section Forty-five) con-
firmed and made binding upon the Corporation whereby the Corpo-
ration were required to grant
a
lease of the undertaking
to
the
Company and (amongst other things) (Article Six) to construct
such further works
as
the Company should consider requisite
for
the efficient and convenient working
of
the Tramways
:
And whereas the Corporation elected to make and did make the
Tramways and leased one portion thereof to the said Company and
constructed additional works which were required
by
the Company
under the said Article Six and the cost
of
constructing the Tram-
ways and such additional works amounted to Ninety thousand five
hundred and twelve pounds being Ten thousand five hundred and
twelve pounds
more
than the Corporation were authorised to raise
under the said Act and
it
is
expedient that the Corporation
be
authorised to raise the said sum
of
Ten thousand five hundred and
twelve pounds in manner provided by this Act
:
And whereas the works upon which the sum
of
Ninety thousand
five hundred and twelve pounds has been expended are permanent
worlts within the meaning
of
Section
Two
hundred and thirty-four
of
:
And
whereas
it
is expedient that the Corporation’s former Acts
be amended and their powers extended in divers particulars in
relation to sanitary matters local government police and the ad-
ministration
of
justice
:
And whereas an absolute
majority
of the whole number
of
the
Council at
a
meeting held
on
the Fifteenth day
of
November
Onc
thousand eight hundred and eighty-two after Ten clear
days
notice
by public advertisement
of
such meeting and of the purpose thereof
in
the Sheffield Daily Telegraph and the Sheffield and Rotherham
Independent local newspapers published
or
circulating in the borough
(such notice being in addition to the ordinary notices required
for
summoning such meeting) resolved that the expense in relation to
promoting the Bill
for
this Act should be paid out
of
the Borough
Fund
of
the Borough
of
Sheffield and out of
any
Borough rates to
be made by the said Council under the authority
of
:
And
whereas such rcsolution
was
published twice in the
above-
mentioned newspapers and has received
the
approval

the
Local
Government Board

And whereas the propriety
of
the promotion
of
the Bill
for
this
A.D.
H83.
Act was confirmed by an absolute majority
of
the whole number
of
the Council at a further special meeting held
in
pursuance
of
a
similar notice
on
the Third day
of
January One thousand eight
hundred and eighty-three being not less than Fourteen days after
deposit
of
the Bill in Parliament
:
And
whereas the owners and ratepayers
of
the borough by reso-
lution in the manner provided in the Third Schedule
of
the Public
Health Act
1876
consented to the promotion
of
the Bill
for
this
Act
:
And
whereas the objects aforesaid cannot be effected without the
authority
of
Parliament
:
May
it
therefore please
your
Majesty That
it
may
be
enacted and
be
it
enacted by the Queen’s most Excellent hlajesty by
and
with
the advice and consent
of
the Lords Spiritual and Temporal and
Commons in this present Parliament assembled and by tlie
authority
of
the same as follows (that is to say)

This Act may be cited
for
all purposes
as
the Sheffield
Short
Title.
