CHAPTER 1.
An Act to empower the mayor aldermen and A.D. 1937.
burgesses of the borough of Richmond (Surrey)
to construct street works to confer further
powers upon them with respect to their water
undertaking to make better provision with re-
spect to the health local government and finance
of the borough and for other purposes.
[1st July 1937.]

HEREAS the borough of Richmond (Surrey)
(hereinafter referred to as " the borough") is a
municipal borough under the government of the mayor
aldermen and burgesses of the borough (hereinafter
referred to as " the Corporation "):
And whereas it is expedient to empower the Cor-
poration to construct the street works authorised by
this Act and to acquire lands for that purpose :
And whereas the Corporation supply water within
part of the borough and it is expedient that further
powers should be conferred upon them with respect
to their water undertaking :
And whereas it is expedient to make further and
better provision with respect to the health local govern-
ment and finance of the borough and to enlarge the
powers of the Corporation with regard thereto :
And whereas it is expedient that the other provisions
of this Act be enacted :

1937. And whereas the purposes of this Act cannot be
effected without the authority of Parliament:
And whereas estimates have been prepared by the
Corporation for the purposes hereinafter mentioned
and such estimates are as follows:
The construction of the street works £
authorised by this Act - - 5,150
The purchase of lands under the powers
of this Act 29,270
And whereas the works included in such estimates
are permanent works and it is expedient that the cost
thereof be spread over a term of years :
And whereas a plan and sections showing the lines
and levels of the street works authorised by this Act
and a plan of the lands which may be taken or used
compulsorily under the powers of this Act and a book
of reference to that plan containing the names of the
owners and lessees or reputed owners and lessees and of
the occupiers of those lands respectively have been
deposited with the clerk of the
count}7
council of the
administrative county of Surrey and are in this Act
respectively referred to as " the deposited plan " " the
deposited sections" and "the deposited book of
reference " :
And whereas in relation to the promotion of the
Bill for this Act the requirements of Part XIII of the

24 Local Government Act 1933 have been observed :
May it therefore please Your Majesty that it may be
enacted and be it enacted by the King's most Excellent
Majesty by and with the advice and consent of the
Lords Spiritual and Temporal and Commons in this
present Parliament assembled and by the authority
of the same as follows :

Short title. 1« This Act may be cited as the Richmond (Surrey)
Corporation Act 1937.

The Lands Clauses Acts (except sections 127 Incorpora-
te 131 of the Lands Clauses Consolidation Act 1845)

so far as the same are applicable for the purposes and g \\ ,T. .
are not inconsistent with the provisions of this Act are c ig
hereby incorporated with this Act and for the purpose
of such incorporation the expression " the promoters
of the undertaking" in those Acts shall mean the
Corporation :
Provided that the bond required by section 85
(Promoters to be allowed to enter on lands before
purchase on making deposit by way of security and
giving bond) of the Lands Clauses Consolidation Act
1845 shall be under the corporate seal of the Corpora-
tion and shall be sufficient without the addition of the
sureties mentioned in that section.

In this Act unless the subject or context otherwise Interpre-
requires and except as otherwise expressly provided— tation.
(1) Words and expressions to which by the Acts
wholly or partly incorporated with this Act or
by the Act of 1936 meanings are assigned have
in relation to the relative subject matter the
same respective meanings;
(2) " The borough " means the borough of Richmond
(Surrey);
(3) " The council " means the council of the borough;
(4) " The Corporation " means the mayor aldermen
and burgesses of the borough;
(5) " The town clerk " " the surveyor " " the
treasurer " " the medical officer " " the sanitary
inspector " and " the waterworks engineer "
mean respectively the town clerk the surveyor
