Act, 1947.
CHAPTER xlv.
An Act to increase the harbour tolls dock rates and
market tolls leviable by the corporation of Preston to
confer powers upon the Corporation with reference to
the development of certain lands and the acquisition
of other lands to make further provision with regard
to the water transport electricity and markets under-
takings of the Corporation and the health improvement
local government and finance of the borough of
Preston and for other purposes. [13th August 1947.]

HEREAS the county borough of Preston is a municipal
borough under the management and local government
of the mayor aldermen and burgesses of the borough acting
by the council (in this Act respectively referred to as " the
borough " and " the Corporation "):
And whereas it is expedient that the harbour tolls wharfage
rates and market tolls leviable by the Corporation should be
increased as in this Act provided:
And whereas under the Preston Corporation Water Acts
1853 to 1904 and divers other enactments the Corporation
are the owners of waterworks and supply water within the
borough of Preston and elsewhere:
And whereas the supply of water now available to the
Corporation is inadequate to meet the requirements of the
inhabitants within the limits for the supply of water by the
Corporation and it
is
expedient that the Corporation should be
empowered as provided by this Act to make and maintain
additional waterworks and to take additional waters from
the Langden and Hareden Streams and that further provision
should be made in regard to their water undertaking:

And whereas it is expedient that further and better provi-
sion should be .made with reference to streets buildings and
sanitary matters and for the local government and improve-
ment of the borough and that the powers of the Corporation
in relation thereto should be enlarged and extended:
And whereas the Corporation are the owners of a markets
undertaking and it is expedient to confer further power on
the Corporation in regard to that undertaking:
And whereas it is expedient that further powers should
be conferred upon the Corporation with respect to their
Ribble navigation transport and electricity undertakings and
that further provision should be made for the development
of certain lands in the borough and with regard to the finances
of the borough as by this Act provided:
And whereas estimates have been prepared by the Corpora-
tion in relation to the following purpose in respect of which
they are by this Act authorised to borrow money and such
estimates are as follows:

And whereas the several works included in the said esti-
mates respectively are permanent works and it is expedient
that the cost thereof should be spread over a term of years as
by this Act provided:
And whereas it is expedient that the other provisions con-
tained in this Act should be enacted:
And whereas plans and sections showing the lines and
levels of the works to be authorised by this Act and a book
of reference to the plans containing the names of the owners
or reputed owners and lessees or reputed lessees and of the
occupiers of the lands required or which may be taken for
the purposes or under the powers of this Act were duly
deposited with the clerk of the county council of the west
riding of the county of York which plans sections and book
of reference are in this Act respectively referred to as the
deposited plans sections and book of reference :
And whereas the objects of this Act cannot be attained
without the authority of Parliament:
And whereas in relation to the promotion of the Bill for

have been observed:
