for
paving, light&g,
and
watching such
Parts
of
the said Parish
as
may be necessary, and for
other Purposes relating
to
those Objects;
and
for altering and amending several
Acts
passed
in
the
Twenty-eighth, Thirty-third, and Fiftieth
Years
of
the keign
of
His late
Majesty
King
George
the
Third, for rebuilding the Church and
enlarging the Churchyard of the said Parish.

HEREAS
the Parish
of
Paddington
in
the County
of
Mid-
dlesex
is
a
populous
Parish, and its Population
is
increasing,
and the Affairs of the Parish have been managed by an Open
or
Public Vestry
:
And
whereas the Interests
of
the said
Parish
would be
better provided for
if
the several Powers and Authorities now exercised
by
the Open Vestry
in
the said Parish were vested in
an
elected
Vestry
:
May
it
therefore please
Your
Majesty that it may be enacted
;
and be
it
enacted
by
the
King’s
most
Excellent
Majesty,
by and with the Advice
and Consent of the

Spiritual and Temporal, and Commons, in this

present Parliament assembled, and by the Authority of the same, That it
be
shall be lawful for the Inhabitants and Occupiers of the said Parish
of
Paddington,
qualified as herein-after mentioned, and they are hereby re-
quired, authorized, and empowered, within Six Weeks from and after the
passing of this Act, to assemble and meet in the new Vestry Room
of
the
Parish of
Paddington
aforesaid, situate in the
Harrow
Road, between the
Hours of
Ten
of the Clock in the Forenoon and Two of the Clock in
the Afternoon,
for
the Purpose
of
electing Thirty-six Persons, Inhabitants
or
Occupiers
of
the said Parish, and qualified as herein-after mentioned,
to constitute and be an elected Vestry for the Purposes herein-after speci-
fied
;
of
the Day and Hour
of
which said Meeting and the special Purpose
thereof, public Notice shall be given by the Minister and Churchwardens
of
the said Parish for the Time being, Ten Days at least before the Day
to
be appointed for holding such Meeting,
by
the Publication of such
Notice in the Parish Church aforesaid, on some
Sunday
during or imme-
diately after Divine Service, and by affixing the same fairly written
or
printed on the Doors of such Parish Church, and other usual Place
of
affixing
Parochial Notices.

be
it
further enacted, That all Persons desirous of proposing

themselves or any other Person or Persons as a Candidate
or
Candidates,
becoming
Candidates
to
be such elected Vestrymen as aforesaid, shall, within Five Days after

the Vestry Clerk for the Time being of the said Parish
of
Paddington
a
Notice
to
Notice in Writing, containing the Name or Names of such Candidate
or
Vestry

Places
of
Abode
;
a
List
of
which
said Naaes with their Additions
so
to be given in as aforesaid, shall be
made or written out in Alphabetical Order by the said Vestry Clerk
for
the Time being
of
the said Parish, and a printed or written Copy of such
List shall on the
Sunday
previous to the Day of Election be affixed upon
the Doors
of
the Parish Church aforesaid, and at such other Place
of
affixing Notices as herein-before mentioned.

it further enacted, That the Election of such Thirty-six

elected Vestrymen as aforesaid shall, upon the

gutting the Names of the Persons

each Elector into a Ballotting Glass or Box, to be after-
wards drawn out, and the Number

Votes for each Person determined

Scrutineers to be for that Purpose appointed by the Minister of the said
Parish for the Time being, or Chairman at such Meeting
;
and each Inha-
bitant and Occupier
of
the said Parish of
Paddington,
qualified as herein-
after mentioned, shall be entitled,
on
such Ballot, and on all other Ballots
for the Election of Vestrymen as herein-after provided,
to
the
same
Number of Votes as are authorized under and by virtue of a certain Act
of
Parliament passed in the Fifty-eighth Year
of
the Reign of His late

provided always, that if it shall happen that there shall
not
be
a sufficient Number of Persons named on such List to be made out
as aforesaid, it shall be lawful for the said Inhabitants and Occupiers,
qualified as herein-after mentioned, at such Meeting as aforesaid, by
Ballot
in
the Manner aforesaid,
to
elect such other Person
or
Persons duly

until the whole Number

Thirty-six Vestrymen shall be completed.
IV. And be it further enacted, That
it
shall be lawful for Sir
John
Trustees
of
F&erick
Baronet,
Arthur Stanhope
Esquire, and Sir
Frederick
Trieje
certain
Man-
sions
to
have
Power
of
&forshead
Baronet, Trustees, in whom certain Mansions called
Connaught
place,
and divers other Messuages, Lands, and Hereditaments situated
appointing a
within and constituting a very large Proportion of the said Parish
of

are now vestgd, andathe Survivors and Survivor
of
them, or the
Trustees or Trustee for the Time being of the said Hereditaments, or any
Two
of
them, (and they or he are and is hereby authorized), from Year
to
Year, at the annual Election of Vestrymen pursuant to this Act, by
any Instrument under their or his Hands
or
Hand, to nominate
or
appoint
either One
of
the said Trustees, or some other Person to be approved
of
by such Trustees or Trustee, or any
Two
of them, to be a Vestryman
of
the said Parish, for the Purpose of acting in the Execution of this Act, as
to all such Matters and Things only as relate to the making, forming,
repairing, regulating, and maintaining the several Roads, Footpaths,
Pavements, Streets, Squares, and other open Places, and the lighting,
watching, cleaning, and preserving the same, and upon such Appoint-
ment being made and produced to the Chairman of any annual Meeting
for
electing Vestrymen, the Person
so
nominated and appointed shall
become and be declared by such Chairman to be a Vestryman of the said
Parish, from that Time until the next succeeding annual Election of Ves-
trymen
to
take place
as
aforesaid, and the Vestrymen
so
appointed and
declared shall have all the same Powers and Authorities
as
any other
Vestryman
to
be elected under the Powers of this Act in such Matters
and l'hings as aforesaid only, and that
it
shall be lawful for the said Trus-
tees or Trustee for the Time being,
or
any Two
of
them, in like Manner
to
revoke any such Appointment, and
to
make
a
new Appointment
as
often as any such Vestryman shall die or be removed, and upon such new
Appointment being made and produced
to
the Chairman of any Vestry
Meeting under this Act, the Person
so
substituted
shall
be and be de-
clared
by
such Chairman, and may act as a Vestryman
of
the said Parish,
in sach Matters and Things only as aforesaid, in lieu
of
the Vestryman
deceased

removed as aforesaid.
V.
And
be
it
further enacted, That
it
shall be lawful for the
Com-
pany
of
Proprietors
of
the Grand Junction Canal from Year to Year
previous to the annual Election
of
Vestrymen pursuant to this Act,
to
nominate or appoint such Person, (being a Member of the General or
Select Committee
of
the said Company for the Time being), as the said
Company shall think
fir,
to
be a Vestryman of the said Parish
of
Padding-
ton,
and upon every such Appointment being made and certified by some
Writing signed by the Clerk of the said Company, and produced to the
Chairman
of
any such annual Meeting for electing Vestrymen to be held
pursuant to this Act as aforesaid, the Person
so
nominated shall become
and be declared by such last-mentioned Chairman
to
be a Vestryman
of
the said Parish, until the then next succeeding annual Election
of
Vestry-
men to take place
as
aforesaid, or until his Appointment shall be revoked
as
herein-after mentioned, or shall otherwise become void, and every
Vestryinan
so
to
be nominated and declared
as
last-mentioned, shall, during
his
Continuance in the said Office, have all the same Powers and Autho-
rities

case
of
Death
or
Removal,
to
appoint an-
other Vertry-
man.
