is
under
the local government of the
mayor aldermen and hurgesses of the borough (in this Act
called
the Corporation

whereas the
Corporatioil
are the owners
of
and
work

within the borough

whereas
it
is
experlient
to
ailthorise
the Corporation to
provide and
work

the
borough ineclianically propelled
vehicles adapted for

some external source

and motor omnibuses and
to confer
upon

the powers of the Corporation in relation to the health local
government and improvement
of
the borough be enlarged as
by
this Act provided:
And whereas
all
the expenses
of
the Corporation whether
as
a
municipal
or
a
sanitary authority or otherwise are payable
out of the borouqh fund and borough rate
or
out of the district
fund and general district rate

as
the said rate is made for the purposes
of
the Public Health
Acts to provisions
for
differential rating in certain cases:
And whereas the parish of Lowestoft is coterminous with
the borough and
it
is expedient that the contriliiztion of such
parish to the borough rate should lie levied as part and he paid
out
of
the poor rate
for
the said parish and that in relation
thereto the provisions contained in this Act
for
differential rating
in certain cases in lieu
of
the existing pro\-isions
for
differential
rating as herein-before recited
be
enacted
:
And whereas
it
is expedient
to
autliorise the transfer to
and vesting in
the
Corporation
of
tlie lands commonly called
the
Battery Green” in tlie
borough
anti to enable the Corporation
to purchase and hold the rights (if any)

the Crown and the
Secretary
of
State for the War Department in the said Battei-y
Green and
also
to purchase and hold the lands and buildings in
the borough known as
the
Old
Battery
(otherwise the Coast,
Guard Station) and to apply to
all

and the Lowestoft
relating to the Loirestoft
Lamp
Lands
