(in this Act called “the Act
of
1839”)
the
townships
of
Longton and Lane End in the county
of
Stafford
were constituted into
it
district called the Longton district
for
the
purposes
of
lighting watching cleansing and general improvement
and Commissioners were by the said Act appointed to carry into
effect the purposes thereof:
one thousand eight hundred and sixty-five in the twenty-eighth
year
of
the reign
of
Her present Majesty the inhabitants
of
the
said districtl were incorporated by the name and title
of
the mayor
aldermen and burgesses
of
the borough
of
Longton (in this Act
called the Corporation
”)
and
the powers and provisions
of
the
Munioipal Corporations Acts were extended to the inhabitants
of
the borough
:

the rights powers estates property and liabilities
of
the

said Commissioners were transferred to the Corporation

And whereas the Corporation arc the owners
of
the gas under-
taking
of
the said borough and under powers contained
in
the
Longton Gas Act
1866
the Longton Gas Act
1875
and the
Corporation Gas Act
1877
manufacture gas and supply gas in the
said borough and in townships and places adjacent thereto
:
And whereas the Local Government Act
was
adopted in the
township
of
East Vale in the month
of
April one thousand eight
hundred
and
sixty-three and the said township
of
East Vale became
the district
of
the local board
of
health
of
East
Vale:
And
whereas
it
is expedient that the municipal limits
of
the said
borough
he
exlcnded
so
as
to include the district
of
East Vale

And whereas by Letters Patent dated the third day
of
April
Charter.
And whereas under the authority
of
the Municipal Corporations

adjoining to the said borough and that the said local board be
dissolved and that their estates property rights duties debts and
liabilities subject
to
the provisions
of
this Act be transferred
to
tho
Corporation
so
that the Corporation be constituted the sole sanitary
authority within the borough
:
And whereas the said local board of health
of
East Vale owes
on
mortgage the sum of one thousand three hundred and three
pound six shillings and eight pence
:
And whereas the Corporation are the burial board
for
the said
borough and it
is
expedient that they be constituted the burial
board for the borough
as
extended
:
And whereas the Corporation are the owners
of
the markets of
the borough
:

And whereas
it
is expedient that the limits within which the
Corporation are empowered to’
supply
gas be extended
so
as to
include the whole borough as extended
:
And whereas
it
is expedient that the debts
of
the Corporation be
consolidated and that the Corporation be empowered to exercise
their statutory borrowing powers for the time being by the creation
and
issue
of
Corporation
stock
:
And
whereas the loans of the Corporation authorised and raised
and the amounts thereof subsisting
on
the thirtieth day of September
one thousand eight hundred and eightyctwo and the periods
for
which those loans were sanctioned are as set forth in the Third
Schedule to this Act
:
And
whereas
it
is expedient that further powers be granted
to
the
Corporation
for
the improving and better governing
of
the borough
and that the recited Acts be
in
divers particulars altered and
amended and the powers thereof extended
:
And whereas the purposes aforesaid cannot be effected withopt
the authority
of
Parliament
:
And whereas an absolute majority of the whole number
of
the
Council
at
a meeting held
on
the twenty-eighth day of December
one thousand eight hundred and eighty-two after ten clear days’
notice by public advertisement of such meeting and of the purpose
thereof in the Staffordshire Sentinel a local paper published
or
circulating in the borough such notice being in addition to the
ordinary notices required for summoning such meeting resolved
that the expense in relation to promoting the Bill for this Act
should be charged
on
the borough fund aad borough rate
:
And whereas such resolution was published twice in the Stafford-
shire Sentinel a newspaper circulating in the borough and has
received the approval
of
the
Local Government Board
in
respect
of
matters under the jurisdiction of the
Board
:

And
whereas the propriety
of
the promotion of the Bill for this
AD.
1883.
Act
was
confirmed
by
an absolute majority
of
the whole number
of
__
the Council
at
a
further special meeting held in pursuance
of
a
similar notice
on
the twenty-third day
of
January
one
thousand
eight hundred and eighty-three being not
less
than fourteen
days
after the deposit
of
the
Bill
in Parliament
:
And whereas the owners and ratepayers
of
the borough by
resolution in the
manner
provided in the Third Schedule
of
the
Public Health Act 18’75 consented to the promotion
of
the
Bill
for
this
Act:
May
it;
therefore please
Your
Majesty that
it
may
be enacted and
be
it
enacted
by
the Queen’s most Excellent Majesty by and with
the advice and consent of the
Lords
Spiritual and Temporal and
Commons
in
this present Parliament assembled and by the authority
of
the same as follows (that is to say)
