An Act to confirm a Provisional Order of the Local A.D. 1911 Government Board relating to Reading. [18th August 1911.] AT^HEB/EAS" the Local Government Board have made the o.41. ' * Provisional Order set forth in the schedule hereto under 51 & 52 Vict. the provisions of the Local Government Act 1888; And whereas it is requisite that the said Order should he confirmed hy Parliament: Be it therefore enacted hy the King's most Excellent Majesty by and with the advice and consent of the Lords Spiritual and Temporal and Commons in this present Paidiament assembled and by the authority of the same as follows: 1. The Order as altered and set out in the schedule hereto Order in shall he and the same is hereby confirmed and all the provisions scll^dale . m v r confirmed. thereof shall have full validity and force, * - 2. "Whereas a Joint Committee of the House of Lords and Financial House of Commons has been appointed to enquire into the JldJnst_mci1ts application of the provisions contained in the Local Government accordance Acts 1888 and 1894 and the Local Government (Scotland) Acts with recom- ^n t 1f1Ai i j- , r -it, i l mendation or 1889 and 1894 relating to financial adjustments consequent on joint Com-the alteration of the boundaries of a local government area or mittee. on an alteration in the constitution or status of the governing body of a local government area and to report if they are of opinion that any amendments in such provisions are desirable Be it therefore enacted as follows :- (1) Notwithstanding the provisions of the Local Government Act 1888 the Local Government Act 1894 and of the Order set forth in the schedule to this Act relating [Price 2s. 6d.] A 1 [Oh-. A.D. 1911. to financial adjustments no- adjustments to be made between the councils \ of the counties and county boroughs or between any authorities affected by the said Order or this Act shall be made except by agreement until after the Thirty-first day of March One thousand nine hundred and thirteen or until the con- fa r firmation of a Provisional O^der made in pursuance of this section whichever shall be the earlier: (2) If the said Joint Committee report that they are of opinion that amendments are desirable in the provisions contained in the. Local Government Acts 1888 and 1894 relating to financial adjustments consequent on the alteration of the boundaries of a local government area the Local Government Board shall make such Provisional Order as shall be necessary for the purpose of applying the recommendations of the Joint Committee so far as they are applicable to any adjustments to be made between the councils of the counties and county boroughs and other authorities referred to in subsection (1) of this section Provided that no Provisional Order made in pursuance of this section shall affect any adjustment that may have been made by agreement: (3) The provisions of the Local Government Act 1888 relating to Provisional Orders shall so far as, they . are applicable and with any necessary modifications extend and apply to any Provisional Order made in pursuance of this section. Provisional Order made in pursuance of Sections 54 and 59 of Reading: the Local Government Act 1888. 0rder' To the Mayor Aldermen and Burgesses of the Borough of Reading ; To the Court of Quarter Sessions for the said Borough; To the Justices of the Peace for the said Borough ; To the Justices of the Peace for the County of Berks in Quarter Sessions assembled ; To the Justices of the Peace for the County of Oxford in Quarter Sessions assembled; L To the County Council of Berks ; To the County Council of Oxford; i To the Urban District Council of Caversham ; To the Rural District Council of Bradfield; To the Guardians of the Poor of the Bradfield Union ; To the Guardians of the Poor of the Henley Union ; To the Guardians of the Poor of the Parish of Reading; To the Rural District Council of Henley; To the Parish Councils of Eye and Dunsden Theale and Tile- hurst ; ? To the Overseers of the Poor of the Parishes of Caversham Eye and Dunsden Reading Theale and Tilehurst; And to all others whom it may concern. WHEREAS by Section 54 of the Local Government Act 1888 the 51 & Local Government Board are empowered to make a Provisional Order c' for altering the boundary of any Borough and by such Order to divide or alter any electoral division ; And whereas the Borough of Reading is a County Borough within the meaning of the Local' Government Act 1888 and is for the purposes of that Act situate in the County of Berks and the inhabitants are a body corporate by the name of the Mayor Aldermen and Burgesses of the Borough of Reading and act by the Council of the said Borough which now consists of the Mayor (who is also a Councillor) ten Aldermen and twenty-nine other Councillors and the said Borough is for the purposes of the election of Councillors divided into ten wards termed respectively the Abbey Ward the Battle Ward the A. 2 3 [Ch, exlviii,] Local Government Board's [l & 2 Geo, 5.] Provisional Order Confirmation (No. 11) Act, 1911. A.D. 1911. Castle Ward the Church Ward the East Ward the Katesgrove Ward Heading tne Minster Ward the Redlands Ward the Victoria Ward and the Order. West Ward ; And whereas the said Borough is co-extensive with the Parish of Reading and is an Urban Sanitary District of which the Mayor Aldermen and Burgesses acting by the Council are the Urban Sanitary Authority; And whereas the said Borough has a separate court of quarter sessions commission of the peace police force recorder and coroner; 2 Edw. 7. And whereas in pursuance of the Education Act 1902 the Council of the said Borough are the local education authority; ?i And whereas -the unrepealed provisions of the Local Acts specified in Part I; of the schedule to this Order and of the Confirmation Acts specified in Part II, of the said schedule so far as the last-mentioned Acts relate to the Orders specified in that schedule are in force in. the' said Borough ; And whereas the Urban Sanitary ; Authority for the said Borough have adopted, the provisions of- 53 & 54 Yict. (a) The Infectious Disease (Prevention) Act 1890 (except Sections 6 c'34' 15 and 19); , 63 & 54 Vict. (b) Part III. of the Public Health/ Acts Amendment Act 1890; c. 59. -- * ?: ; ... ^ 54 & 55 Vict. (c) ^e Museums and Gymnasiums Act 1891 so far as it relates - " i F c. 22, to museums only ; and 7 Edw. 7. And whereas the Baths and Washhouses Acts 184b to 1899 and 45 & 4(5 Vict. C. 30. - - ? ' ^?^^ct/c*oa- the Public Libraries Acts 1892 to 1901 are in force in the said 132 & 03 Vict. c. 29. . . Vict. ell. -DULUUgU , And whereas the Urban District of Caversham in the Administrative County of Oxford immediately adjoins the said Borough and comprises the Parish of Caversham and is subject to the jurisdiction of the Urban District Council of Caversham and the.-said Urban District, is for the; purpose of the: election of Urban District Councillors/divided into three wards termed respectively the North-East Ward the South. Ward and the West Ward; And whereas the Urban District Council of Caversham have adopted the provisions of . (a) The Infectious Disease (Prevention) Act 1890 (except Sections. 15 and 19); (b) The Public Health- Acts -Amendment Act 1890 ; and 55 & 56 Yict. (o) The Private; Street Works- Act. 1892.; Cl 57' and those provisions are accordingly in force in the Urban District of Caversham; 4 1 Echv. 7, c. 19. And whereas the Public Libraries Acts 1892 to 1901 are hi force A.D, 1911, in the Urban District of Caversham ; -n 77 Heading And whereas the Urban District Council of Caversham are the Order. authority for the execution of the Burial Acts 1852 to 1906 within the 15 & 16 Vict, Urban District of Caversham and the said Urban District Council or £^' H their predecessors have provided a burial ground under those Acts ; c. 44. And. whereas the "Parishes of Theale and Tilehurst in the Administrative County of Berks immediately adjoin the said Borough and are contributory places in the Rural District of Bradfield and are subject to the jurisdiction of the Rural District Council of Bradfield and one Rural District Councillor is elected for the Parish of Theale and two Rural District Councillors are elected .for the Parish of Tilehurst; And whereas the Parish of Eye and Dunsden in the Administrative County of Oxford immediately adjoins the said Urban District and is a contributory place in the Rural District of Henley and is subject to the jurisdiction of the Rural District of Henley; And whereas the said Rural District Councils of Bradfield and Henley or their predecessors have adopted the provisions of the L Infectious Disease (Prevention) Act 1890 and the provisions of Part III, of the Public Health Acts Amendment Act 1890 which are applicable to Rural Districts and those provisions are accordingly in force in the said Rural Districts; And whereas the Lighting and Watching Act...
