INHERE AS the Port of the Town
of
Tpfwich is of great Antiquity,

capable
of
being rendered more commodious than
at

for
carrying on Trade, both foreign and coaflwife,
by-
deepening, widening, cleanfing, altering,
and
otherwife improving that
Part
of
the River Orive!l> within the Liberties
of
the Town and Borough
oi Ipffwich,
in the
County
of
Suffolk, which
is
fituare
in,
adjoining to,
or
abutting upon
the
feveral Parifhes
of
Saint Peter, Saint- Mary
at the Key,
Saint Clement} and Saint Mary Stoke,
in the
laid Town and Borough
of
Ipjivich) certain Lands Extra-parochial,
the
Property
of
Philip Bowes
Kre Brole Efquire,
and the
Parifhes oiWherjlcad
and
Frejlon,
in the
County oj' Suffolk, whereby
the
Port and Town
of
Ipfwicb will
be
greatly
benefited, and the Navigation and Commerce
of
the Kingdom increafed
:
And forafmuch
as a
very confiderable Expence will
be
incurred
by
deepening, widening, cleanfing, altering, and improving fuch Part
of
the
faidR iver

and
maintaining
the
fame when
improved; and
as
the Inconvenience Ships and Velfels are
now
expofed
to for want of fuch Alterations and Improvements will be thereby
in a
great
meafure removed,

Commiflioners for putting thist into Execution.
Qualification \\m Provided always, and be it further enacted, That no fuch Perfon
fione°r"!m,f~ or any Perfon hereafter elefted a Commiflioner, except the Reprefent-
atives in Parliament for the faid Borough of Jpfwich, -High Steward,
Bailiffs, Recorder, Town Clerk, Portmen, and Common Councilmeu ol:
the faid Town and Borough of Ipfivieb for the Time being, Sir Robert
Harland Baronet, and Philip Bowes Vere Broke Efquire, and their refpec-
tive Heirs, fhall be qualified or capable of a£ting as a Commiflioner m the
Execution of this Att unlefs he fhall be a Houlckeepcr in the faid Town
and have paid towards the Parochial Rates of the fame before he fhall begin
tot as fuch Commiflioner in the Execution of this Aft, aiuUhall be in
his own Kudu, or in the Right of his Wife, in the actual Pofleflicn and
Receipt of°the Rents and Profits of Lands, Tenements, or Heredita-
ments of the clear Yearly Value of Forty Pounds, arifing within ^the L;d
Town or Liberties
thereof,
or fhall be pofTefled of Real and Perional
Eftate, or One of them, to the Amount or Value of Eight hutusred
Pounds ; and that no Perfon fhall be capable of acting as a CommihiOiK-r
inthe Execution of this Aft until he fhall have taken and fubferibed an

And if any Perfon not authorized or qualified, according to the Provi" Pennlh;^n
fions of this Aft, to aft as a Commiflioner in the Execution of this Act5
ihal! prefume to act in fuch Capacity, every fuch Perf n fhall for cvei
fuch Olfence forfeit and pay the Sum of One hundred Pounds to an
Perfon or Perfons who fhnll fue for the fame, to be rrcovcrcd in any of
His Majefty's Courts of Record at Wejlminjler, by Ac!ion of Debt, or
on the Cafe, wherein no EfToign or Protection, or Wa^er of Law, or
more than One Imparlance fhall be allowed , and the Perfon fo fued fhaii
prove that he was fo qualified at the Time he acred, or otherwife fhall pay
the faid Penalty, without any other Proof or Evidence on the Part of the
P;\;fecutor than that fuch Perfon aected as a Commiflioner in the Execu-
tion of this Aft,

or /hall negleft or refufe tol for the Space of Twelve Calendar
Months, or fhall become disqualified by not continuing to poffefs'the
Eibte therein-before fpecified, or fhall be elected or chofen Recorder,
Portman, or a Common Council Man of the faid Town and Borougii of
hlwicl.K then the Commiflioners for the Time being, whether fuch Com-
miiiioners are herein-before fpecifically named, or /hall have been elected
Commiflioners in purfuance of the Directions hereafter given, or the
major Part of them, fhall at any Time after fuch Death, Removal,
Neg left, Refufal, Difqualification, or Elettion, meet at the
Commif-
fmners Office, or any other convenient Place in the faid Town or
Liberties
thereof,

herein-before mentioned in the place or ftead of the Commiflioner fo dying,
removing, or neglecting or refufmg to afr, or becoming lb disqualified as
aforefaid, or chofen Recorder, Portman, or Common Council Man of
