The Export of Goods (Control) (Amendment No. 2) Order, 1954

The Board of Trade, in exercise of the powers conferred upon them by Section 1 of the Import, Export and Customs Powers (Defence) Act, 1939(a), and of all other powers enabling them in that behalf, do hereby order as follows:—

1. The Export of Goods (Control) (Consolidation) Order, 1954(b), as amended(c), shall have effect as if:—

(1) The First Schedule were amended in the manner specified in the First Schedule to this Order;

(2) The Second Schedule were amended in the manner specified in the Second Schedule to this Order; and

(3) The Third Schedule were amended in the manner specified in the Third Schedule to this Order.

2.—(1) The Interpretation Act, 1889(d), applies to the interpretation of this Order as it applies to the interpretation of an Act of Parliament.

(2) This Order may be cited as the Export of Goods (Control) (Amendment No. 2) Order, 1954, and shall come into operation on the 20th day of October, 1954.

FIRST SCHEDULE

In the First Schedule, in Group 1, delete the item "Coffee; mixtures of coffee and chicory; and coffee and chicory extracts and essences.":

under the heading relating to feeding stuffs for animals, in the list of exceptions, after the item relating to cat and dog foods, insert the item:—

"Cocoa and chocolate by-products and residues.":

after the item "Potatoes and feeding stuffs for animals consisting solely of potato products,", insert the item:—

Rice and feeding stuffs for animals consisting solely of rice products.":

delete the heading relating to grain and products derived from grain, and the items thereunder, and substitute therefor:—

"Grain, other than rice.

Grain products, the following, unless prepared ready for human consumption and made up and packed ready for retail sale:—

Pearled barley and pot barley, and barley meal or barley flour.

Oatmeal (including all cuts of oatmeal), oat flour, oat groats, rolled oats and flaked oats.":

delete the heading relating to meat, and the items thereunder, and substitute therefor:—

"Meat, being the edible flesh or edible offals of domesticated bovine, ovine or porcine animals, of the following descriptions:—

Carcass meat, fresh, chilled, frozen, pickled or salted.

Offals, edible, fresh, chilled, frozen, pickled or salted, other than the following:—

Pigs' feet.

Sheep's feet.".

In Group 3, delete the heading relating to gums and resins, and the items thereunder, and substitute therefor:—

"Rosin (colophony) and mixtures (other than medicinal preparations) wholly or mainly of rosin (colophony).":

under the heading relating to oils, delete the following items:—

"Coconut oil.

Groundnut oil.

Palm oil.

Palm kernel oil.

Sesame (Gingelly) oil.

Sunflower seed oil.

Whale oil.";

under the heading relating to mixtures wholly or mainly of oils, fats and greases, delete the items:—

"Compound cooking fat.

Lecithin with oil or fat.":

under the heading relating to oleaginous seeds, delete the following items:—

"Copra.

Palm kernels.

Peanuts, shelled and in shell.

Sesame (Gingelly) seed.

Sunflower seeds.".

In Group 4, under the heading "Abrasives of the following descriptions:—" delete the items:—

"Boron carbide.

Corundum, natural.":

delete the heading "Abrasive manufactures of the following descriptions:—" and the items thereunder, and substitute therefor:—

"Abrasive manufactures of the following descriptions:—

Grinding wheels, lapping wheels, polishing wheels and other abrasive articles consisting of diamond abrasive bonded together with other material.

Grinding or polishing compositions containing diamond abrasive.".

In Group 5, delete the item relating to carbon.:

delete the item "Celestite (celestine) and strontianite.":

delete the item relating to graphite, and substitute therefor:—

"Graphite, artificial, having a boron content of one part per million or less, in the form of blocks, bricks, plates, rods and electrodes from which a cube of 2 inches side or greater can be cut.":

delete the item "Graphite, natural or artificial, scrap.":

delete the item relating to mica.:

delete the heading "Plastic materials:—" and the items thereunder and substitute therefor:—

"Plastic materials:—

(1) Plastic materials in the form of blocks, containers, granules, liquid polymers, powders, rods, sheets, strips, tubes or pipes, the following:—

Polyethylene.

Polytetrafluoroethylene.

Polytrifluorochloroethylene.

(2) Polymethyl-methacrylates in the form of clear sheet or sheeting, whether or not laminated, of not less than ¼ inch thickness.":

delete the heading relating to siloxanes and the items thereunder, and substitute therefor:—

"Siloxanes, whether polymerised or not, and preparations thereof, of the following descriptions:—

Silicone fluids.

Silicone high vacuum grease.

Silicone rubber.

Silicone stopcock grease.".

In Group 6 (1), delete the item relating to aluminium and alloys, and substitute therefor:—

"Aluminium and aluminium alloys, the following:—

Aluminium and alloys containing by weight 45 per cent. or more of aluminium in the form of bars (including notched bars and wire bars), billets, blocks, blooms, cakes, grains, granules, ingots, lumps, pellets, pigs, powder, sticks, shot and slabs.

Aluminium alloys containing by weight 45 per cent. or more of aluminium and one or more of the following constituents in the proportions stated:—

(a) 1 per cent. or more by weight of copper;

(b) 4 per cent. or more by weight of zinc;

(c) 3·5 per cent. or more by weight of silicon;

(d) 9·5 per cent. or more by weight of magnesium,

in the following forms:—

Angles, castings, circles, channels, foil and leaf in all forms (whether or not backed with other material), forgings, impact extrusions, pipes, plates, powder, pressings, rods (including welding rods and welding electrodes), sections, shapes, sheets, stampings, strip, tubes, wire (single or stranded, whether covered or not, other than steel cored wire).":

delete the item "Cerium and other rare earth metals and alloys thereof, other than in the form of lighter flints.":

delete the heading relating to ferro-alloys and the items thereunder, and substitute therefor:—

"Ferro-alloys, whether briquetted or not, other than the following:—

Ferro-boron.

Ferro-cadmium.

Ferro-chromium containing by weight more than 0·03 per cent. of carbon.

Ferro-manganese containing by weight less than 3 per cent. of carbon.

Ferro-silico-chromium.

Ferro-silicon containing by weight more than 15 per cent. but less than 90 per cent. of silicon.

Ferro-silico-manganese.

Ferro-silico-spiegel.

Ferro-titanium.

Ferro-tungsten.

Ferro-vanadium.

Tungsten melting base containing by weight 20 per cent. or more of tungsten alloyed with iron.":

delete the heading "Iron, steel and alloys of iron or steel, being iron, steel and alloys containing by weight more than 55 per cent. of iron, in the following forms:—", and the items thereunder, and substitute therefor:—

"Iron, steel and alloys of iron or steel, being iron, steel and alloys containing by weight more than 55 per cent. of iron, in the following forms:—

Rails of all kinds weighing 70 lbs. and over per linear yard or 35 kilogrammes per metre.

Rail locomotive tyres, wheels, wheel centres and axles.

Wire rope, strand and cord, to British Standards Specifications W.10 and W.11.":

delete the heading "Iron, steel and alloys of iron or steel, being iron, steel and alloys containing by weight more than 55 per cent. of iron and one or more of the following constituents in the proportions stated:—", and the items thereunder, and substitute therefor:—

"Iron, steel and alloys or iron or steel, being iron, steel and alloys containing by weight more than 55 per cent. of iron and one or more of the following constituents in the proportions stated:—

(a) 6 per cent. or more by weight of molybdenum;

(b) 3 per cent. or more by weight of molybdenum together with more than 14 per cent. by weight of chromium;

(c) 6 per cent. or more by weight of cobalt;

(d) 0·25 per cent. or more by weight of columbium (niobium) or tantalum;

(e) 3·25 per cent. or more by weight of silicon;

(f) 35 per cent. or more by weight of nickel;

(g) 35 per cent. or more by weight of alloying elements (other than iron) one of which is nickel,

in any of the following forms:—

Angles, channels, tees and other sectional material (whether fabricated or not) but not including machinery parts.

Bar and rod ends, crop ends, plate and sheet cuttings and ingot discards of all kinds.

Bars and rods, including hollow mining drill steel.

Billets, blooms and slabs.

Castings and forgings (including drop forgings) in the rough or machined, but not including machinery parts.

Hoop and strip, whether coated or not.

Ingots.

Pipes and tubes.

Plates, including plate work unassembled.

Sheet bars.

Sheets including sheet work unassembled, whether coated or not.

Tool-bits and tool-bit blanks.

Tube rounds, squares and hollows.

Welding electrodes and welding rods.

Wire, including stranded wire, wire cable and rope, whether insulated or not.

Wire rods.":

delete the heading "Iron, steel and alloys of iron or steel, being iron, steel and alloys containing by weight more than 55 per cent. of iron, excluding materials containing any of the following metals in the proportions stated:—", and the items thereunder, and substitute therefor:—

"Iron, steel and alloys of iron or steel, being iron, steel and alloys containing by weight more than 55 per cent. of iron, not elsewhere specified in this Schedule to the Order, excluding materials containing any of the following metals in the proportions stated:—

(a) 0·40 per cent. or more by weight of chromium;

(b) 0·40 per cent. up to 5 per cent. by weight of nickel;

(c) 0·10 per cent. or more by weight of molybdenum...
