HEREAS
the district of Ebbw
Vale
in the county of Mon-
w
inouth is
ai1
urban district within the meaning of the Local
Goi-ernment Act
1894
and is under the m:magement and control
of
the Ebbw Vale Urban District Council (in this

called
‘(
the
Council
”,!
:
And whereas it is expedient that the Council should he autho-
rised
to
take and
use
lands
for
the purpose of extending their
existing cemetery and of providing
an
additional cemetery for the
district aiid to make
a
road
for
the purpose
of
providiiig means
of
access
to
such last-mentioned cemetery
:
And whereas by the Ebbw Vale Electric Lighting Order
1901
confirmed
by
the E1et:tric Lightirlg Orders Confirmation
(No.
2)
Act
1901
the Council were empowered to produce
aiid
supply
electric energy within the district for public and private purposes
and
it
is expedient to
inake
further provision in regard to the
supply
-
of electrical energy by the Couiicil
:
And
whereas
it
is
expedient that better provision should be
inade with reference
to
streets buildings sewers
aid
clrains withill
the
district
and
that the powers
of
the Council
in
relation to the
health local government
and
iinprovement
of
the district should be
enlarged as
by
this Act provided
:
And whereas it is expedient that the Council should be enabled
to
raise moneys for the purposes
of
this Sct

And whereas plans and sections showing the lines
and
levels
of
the proposed
road
and the lands to be
taken
for the purposes of
this Act with
a
book
of reference to
those
plans containing the
names
of
the owners
or
reputed owners lessees
or
reputed lessees
and of the occupiers
of
those lands respectively have been duly
deposited with the clerk of the peace for the couiitv
of
Noninoutli
which plans sections and
book
of
reference
are
hereinafter referred
to
as
“the deposited plans sections and book of reference
:
And whereas it
is
expedient that the other provisions in this
.4ct contained should be sanctioned
:
And whereas estiinates
have
been ijrepared
by
the Council for
the purchase of land
for
and for tlie construction and laying
out
of
the cemeteries and for the construction
of
the
road
by
this Act
authorised the
sum
of eleven thousand pounds
:
And whereas the
several
works
included in
such
estiinates are
permanent
works
and
it
is
expedient that the cost thereof sliould
be spread over
a
term
of
years
:

the authority
of

an
absolute majority of the whole riuiiiber of the
Council
at
a
meeting held
on
the second
clay
of
Deceinber
one
thousand nine hundred and tn7o after ten rlear

public advertisement
of
the meeting and
of
the
purpose
thereof
in the South Wales Argus
being
a
local
newspapor published and
circulating in the district such notice being in addition
to
tlie
ordinary notices required for suiniiioniiig that meeting resolved
to
promote the
Bill
for
this

And vherens such resolution was published twice
in
the
Ebbw Vale Weekly
Argus
being a local paper pL
and
circu-
lating
in
the
district
and
has
received the
apiirovul
of the Local
Government Board
:
And whereas the propritQ
of
the
promotion
of
the Rill
for
this Act
was
confirined
by
an
absolute
majority of the wliole
number
of
the Council
at
a
further special meeting held in pur-
suance
of
a
similar notice
on
the twenty-third day
of
January
one
thousand nine hundred and three
