under the local government
of
the urban district
council
of
Colwyn Bay and Colwyn (in this Act called

the
Council
")
and in addition to t!ie powers conferred upon the Council
by the gcneral Acts
in
force
in
tlie district
powers
werc conferred
upon
them by the Colwyn Bay and Colwyn Urban District Council

making
further and better provisions

the health and local government
of
the district and for other the purposes mentioned in the said Act
:
And whereas the district
is
a
seaside resort of rapidly increasing
population and
of
growing importancc and
it
is expedient to
empower
thc,
Council to construct the promenades in this Act
described and to improve their cxisting promenades
:
And whcreas
for
the
reasoas
herein-before mentioned
it
is
expedient that the Conacil
he
authorised to construct the sewerage
works and
sewage
outfall
woyks
by this Act authorised within the
district and to improve and extend their existing sewerage works
:
And whereas
it
is expedient that the Council
be
einpowered to
make further and better provision in regard to the repayment
of
moneys already borrowed
by
them
and
other firiancial inatters
as
in
this Act contained:

And wlicreas
it
is expedient that fiirther and better provisions
be
made with reference
to
biddings streets and saaitary matters and
for
the improvement
of
liealtli and local government
of
the district
and that the powers
of
the Council in relation thereto be extended
and enlargcd as by this Act provided
:
And whereas
it
is expedient that the other provisions
of
this Act
should be made
:
And whereas the purposes
of
tbis Act cannot be attained without
the authority of I’arliament
:
And whereas estimates have been prepared by the Council for
tlic purposes herein-after mentioned
in
respect
of
which they are
by this Act authorised
to
borrow
money and such estimates are as
follows
:-
For
the
purchase
of
lands
for
and
the construction
of
the
promenades authorised
by
this Act and tbe improvement
or
strengthening
of
the existing promenades thirty-four thousand
five liundred and twenty-four pounds
;
For
the purchase
of
lands for and the construction
of
the
scnrerage and sewage outfall
works
by
this Act authorised
and tlic extension
or
improvement
of
their existing sewers
sixty-eight thousand pounds
:
And whereas the several
works
included in such estimates
respectively are permanent works within the meaning of section
1875:
And whereas plans and sectims showing the lines and levels
of the
works
by
this
Act authorised and
also
a
book
of
reference
containing the naines
of
the
o-cvners
and lessees
or
reputed
owners
and lessees and
of
the occupiers
of
the lands required
or
which may
be taken for the purposes or under the powers
of
this Act were duly
deposited with the clerks
of
the peace
for
the counties
of
Denhigh
and
Carnnrvon
and are herein-after respectively referred
to
as
the
deposited plans sections and bock
of
reference
:
And
whereas
an absolute majority of
;the
whole number of tlie

at
a meeting held
011
the twelfth day
of
November one
thousand nine hundred and one after ten clear days notice by
public advertisement
of
the
meeting and
of
the purpose thereof
in
the Weekly News a local newspaper published
or
cii*culating in the
district such notice bcirig in addition
to
the
ordinary
notice required

for summoning the meeting resolved that the expenses in relation
to

the Bill for this Act should be charged on the
district fund
and
general district rates
of
the district

Weekly News and has received the approval

the Local Govern-
ment Board
:
And whereas tlie propyicty
of

of
the Bill for this
Act
was
confirmed
by
an
sbsolute majority
of
tlie whole nimiber
of
thc Council at
a
further special meeting held in pursuance
of
a
similar notice on the fourteenth day
of
January one thousand nine

ancl
two being not less than fourteen days after the deposit
of
tlie Bill
for
this Act in Parliament
:
And whereas tlie owners and ratepayers
of
the district
by
resolution
in
tlie manner provided in the Third Schedule
of
consented
to
the promotion
of
the Bill
for
this Act:
