the borough of Eurnley in the county of Lan-
borough under
ancl
sixbject to the Acts relating to manicipal
corporations
and
is
also
a
county horough under the Local
Government Act
1
888
and the inayor altlerinen and burgesses
thereof (hereinafter called
"
the Corporation
")
acting by the
council are the sanitary authority
for
the district
of
the borough
:
And whereas the Corporation are the owners
of
water-
works
whereby they supply water
in
the borough and areas
adjaccnt thereto and it is expedient in order to
satisfy
the
pi~esent and growing demands of the inhabitants withia the
limits of supply that they be empowered to make
and
maintain
the
additional waterworks in this Act described

the tramways within the borough and it is expedient that
they should he authorised to construct and work the additional
tramways within the borough by this Act authorised

Ancl whereas it is expedient that the Corporation be

improvements by this Act authorised

And whereas it is expedient
to
amend and extend the
enactments in force within the borough relative to the im-
provement and government thereof antl to the
gas
water and
electricity supplies and other matters therein mtl to
niake
further provision
as
in this Act provided in relation thereto
:
And whereas
it
is expt:dient that better provision
shoultl
be macle with relerence to streets buildings sewers and
clrains
within the borough
antl
that the powers of

relation to the health local government and improvement of
the borough sliould be enlarged
as
by this
Act
provided:
And whereas
it
is expedient that
a
fund be established
for
the encourdgement
of
thrift ninong the oflicers
and
seri ants
of the Corporation and that the Corporation be empowered to
subscribe
or
coiitribut,e to such fund
and
that other provisions
should be macle in referelice thereto
:

Arid whereas it is expedient that an iusurance fund should
be established for the purpose
of
insuring the Corporation
against claims by their employees in cases
of
accident and
against damage
by

property

And whereas
it
is expedient t>hat the Corporation should
be enabled to borrow money for the purposes of this Act:
And whereas it is expedient that the other provisions in
this
Act contained should

without the authority
of
Parliament
:
And whereas plans arid sections showing the lines and
levels
of
the
proposed
waterworks tramways and street works
the plans
also
slioiviiig the lands which inay be taken or used
compulsorily under the powers of this .9ct together wit11 books
of reference to those plans containing the names of the owners
or
reputed owners lossees or rcputed lessees arid
of
the occu-
piers of those lands respectively have been duly deposited with
tire clerk
of
the peace for the county
of
Lancaster which plans

whereas
estimates have been prepared by the

of the various works authorised by this Act and such estimates

And whereas the several works iiicludecl in such estimates
respectively are permanent works and
it
is expedient that the
cost
thereof should be spread orer
a
term of pears:
And whereas an absolute majority of the whole number
of
the council
at
a
meeting held on the thirtieth day of October
one thousand nine hundred and seven after ten clear days'
notice
by
public advertisement
of
such meeting and
of
the
purpose
thereof
in the Bnriiley Gazette and the Burnley Express
local iievspapers published and circulating in the borough
such
notice being
in
addition
to
the ordinary notices required for
sunimcining such meeting resolved to promote the Bill for this
Act
and also resolved that the expense in relation thereto
sl~oulc't be charged on the borough fund
of
the said borough
:
Anti whereas such resolution was published once in thc
said Bnrnley Espress and oiice in the said Burnley Gazette
and
has
received the approval
of
the Local Government Board
:
And
whereas the propriety
c;f
the promotion of the Bill
for this Act
mas
confirmed by an absolute majority of the
whole number
of
the council
at
a
further special meeting held
in piirsuance
of
a
similar notice on the sixth day of January
one thousarid nine hundred and eight being not less than
fourteen days after the dep sit
of
the Bill for this Act in
Parliament

the promotion of the Bill for
this Act t,he requirements contained in the First Schedule to

have been observed
