Appropriation Act, 1867

(30 & 31 Vict.) C A P. CXX.

An Act to apply a Sum out of the Consolidated Fund and the Surplus of Ways and Means to the Service of the Year ending the Thirty-first Day ofMarch One thousand eight hundred and sixty-eight, and to appropriate the Supplies granted in this Session of Parliament.

Most Gracious Sovereign,

W E, Your Majesty's most dutiful and loyal Subjects, the Commons of the United Kingdom ofGreat Britain and Ireland, in Parliament assembled, towards making good the Supply which we have cheerfully granted to Your Majesty in this Session of Parliament, have resolved to grant unto Your Majesty the Sums herein-after mentioned; and do therefore most humbly beseech Your Majesty that it may be enacted; and be it enacted by the Queen's most Excellent Majesty, by and with the Advice and Consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the Authority of the same, as, follows:

S-1 There may be applied for the Service of the Year ending 31st March 1868 the Sum of 19,106,591l 2s out of the Consolidated Fund.

There may be issued and applied, for or towards making good the Supply granted to Her Majesty for the Service of the Year ending on the Thirty-first Day ofMarch One thousand eight hundred and sixty-eight, the Sum of Nineteen million one hundred and six thousand five hundred and ninety-one Pounds and Two Shillings out of the Consolidated Fund of the United Kingdom of Great Britain and Ireland , and the Commissioners of Her Majesty's Treasury for the Time being are hereby empowered to issue and apply the same accordingly.

S-2 Bank of England may advance 19,106,591l 2s on the Credit of this Act.

2. The Governor and Company of the Bank ofEngland may make Advances to Her Majesty, upon the Credit of the Sum granted by this Act out of the Consolidated Fund of the United Kingdom of Great Britain and Ireland, to an Amount not exceeding, in the whole the Sum of Nineteen million one hundred and six thousand five hundred and ninety-one Pounds and Two Shillings; and such Advances shall be made on the Application of the Commissioners of Her Majesty's Treasury, from Time to Time, in such Sums as may be required for the Public Service, and shall be placed to the Credit of the Account of Her Majesty's Exchequer at the Bank ofEngland, and be available to satisfy the Orders for Credits granted or to be granted on the said Account, under the Provisions of the ‘Exchequer and Audit Departments Act, 1866,’ in respect of any Services voted by the Commons of the United Kingdom of Great Britain and Ireland in this present Session of Parliament.

S-3 Interest on Advances.

3. The Advances made by the Bank ofEngland from Time to Time under the Authority of this Act shall bear Interest not exceeding the Rate of Threepence Halfpenny per Centum per Diem, and the Principal and Interest of all such Advances shall be paid out of the growing Produce of the Consolidated Fund at any Period not later than the next succeeding Quarter to that in which the said Advances shall have been made.

There may be issued and applied, for or towards making good the Supply granted to Her Majesty for the Service of the Year ending the Thirty-first Day ofMarch One thousand eight hundred and sixty-eight, the Sum of One million four hundred and seventy-five thousand one hundred and seventy-seven Pounds Eighteen Shillings, being the Surplus of Ways and Means granted for the Service of preceding Years, and the Commissioners of Her Majesty's Treasury may issue and apply the same accordingly.

5. All the Moneys coming into the Exchequer of the United Kingdom ofGreat Britain and Ireland by the Acts set forth in Part I. of the Schedule (A.) to this Act, amounting in the aggregate to the Sum of Forty-two million eight hundred and seventy-four thousand eight hundred and eighty-seven Pounds Five Shillings and Sixpence, are hereby appropriated and may be issued and applied for or towards the several Purposes expressed in Part II. of the said Schedule, and herein-after more particularly set forth.

Out of all or any the Aids or Supplies aforesaid there may be issued and applied any Sum or Sums of Money not exceeding Forty thousand one hundred and forty-three Pounds Eighteen Shillings and Ninepence to make good Deficiencies on certain Grants for Civil Services for the Year ended on the Thirty-first Day ofMarch One thousand eight hundred and sixty-six mentioned in the Schedule (B.) to this Act.

Out of all or any the Aids or Supplies aforesaid there, may be issued and applied any Sum or Sums of Money not exceeding Sixteen thousand six hundred and forty-four Pounds Six Shillings and Ninepence to make good the Deficiency on the Grant for the Inland Revenue Department for the Year ended on the Thirty-first Day ofMarch One thousand eight hundred and sixty-six mentioned in the said Schedule (B.)

Out of all or any the Aids or Supplies aforesaid there may be issued and applied any Sum or Sums of Money not exceeding Three hundred and twelve thousand three hundred and thirty Pounds to defray the Charge for certain Supplementary Grants for Civil Services for the Year ended on the Thirty-first Day ofMarch One thousand eight hundred and sixty-seven mentioned in the Schedule (C.) to this Act.

Out of all or any the Aids or Supplies aforesaid there may be issued and applied any Sum or Sums of Money not exceeding Ten million nine hundred seventy-six thousand two hundred and fifty-three Pounds for or towards the Navy Services more particularly mentioned in the Schedule (D.) to this Act, to defray the Charges for the several Services specified in the said Schedule which will come in course of Payment during the Year ending on the Thirty-first Day ofMarch One thousand eight hundred and sixty-eight.

Out of all or any the Aids or Supplies aforesaid there may be issued and applied any Sum or Sums of Money not exceeding Fifteen million two hundred and fifty-two thousand and two hundred Pounds for or towards the Army Services more particularly mentioned in the Schedule (E.) to this Act, to defray the Charges for the several Services specified in the said Schedule, which will come in course of Payment during the Year ending on the Thirty-first Day ofMarch One thousand eight hundred and sixty-eight.

Out of all or any the Aids or Supplies aforesaid there shall and may be issued and applied any Sum or Sums of Money not exceeding One million seven hundred thousand Pounds to pay off and discharge Exchequer Bonds which will become payable during the Year ending on the Thirty-first Day ofMarch One thousand eight hundred and sixty-eight.
