The Scottish Ministers, in exercise of the powers conferred by sections 2(1)(b) , (1 A) , (1 B) and (1 C) and 105(6) and (7) of the National Health Service (Scotland) Act 1978(1) , and of all other powers enabling them in that behalf, hereby make the following Order:
