The Scottish Ministers, in exercise of the powers conferred by sections 2(5) , 25(2) and (2 B) , 70(1 A) , 71(1) , 71 A, 105(7) and 108(1) of the National Health Service (Scotland) Act 1978(1) and of all other powers enabling them in that behalf, hereby make the following Regulations:
